China’s New Energy Vehicles Industry Policies

The Chinese government has been formulating and implementing industrial policies for new energy vehicles since 2012.

We collected these policies, as follows:

I. Development Plans

1. China New Energy Vehicle Industry Development Plan (2021-2035) (2020)

China’s State Council announced the New Energy Vehicle Industry Development Plan (2021-2035) on October 20, 2020, which aims to guide the orderly development of the new energy vehicle industry, promote the establishment of a unified national market, and improve industrial concentration and market competitiveness.

The plan aims to guide the orderly development of the new energy vehicle industry, promote the establishment of a unified national market, and improve industrial concentration and market competitiveness.

According to the plan:

(1) The Chinese Government will intensify research on key technologies and encourage the development and innovation of vehicle operating systems and power batteries; support the integration of new energy vehicles with energy, transportation, information and communication and other industries; promote the synergy of electrification, network connectivity and intelligent technology; and promote the docking of standards and data sharing.

(2) The Chinese government will strengthen the construction of infrastructure for power charging and hydrogenation; develop a public charging network that focuses on fast charging; provide financial support for the construction of charging stations as public facilities; and encourage the application of battery exchange mode.

(3) The Chinese government will encourage international cooperation in the field of new energy vehicles.

(4) The Chinese government will issue a policy to support the use of new energy vehicles in public services.

(5) The Chinese Government hopes that, from 2021 onwards, the proportion of new or updated vehicles in the public sector, such as public transport, taxation, logistics and distribution, will be at least 80 per cent in national ecological civilization pilot zones and key areas for air pollution prevention and control.

2.Energy Conservation and New Energy Vehicle Industry Development Plan (2012-2020)

China’s State Council announced the Energy Conservation and New Energy Vehicle Industry Development plan (2012-2020) on June 28, 2012, which aims to develop energy-efficient vehicles and new energy vehicles, which can effectively alleviate energy and environmental pressures.

According to the plan:

(1) The Chinese government will develop the new energy automobile industry, so as to realize the development of automobile power system to electrification.

(2) The Chinese government will use pure electric drive as the main strategic orientation for the development of new energy vehicles and the transformation of the automobile industry. At present, the Chinese government will focus on promoting the industrialization of pure electric vehicles and plug-in hybrid vehicles, and promote the popularization of non-plug-in hybrid vehicles and energy-saving internal combustion engine vehicles.

(3) The Chinese government hopes that by 2015, the cumulative production and sales of pure electric vehicles and plug-in hybrid electric vehicles will reach 500,000; by 2020, the production capacity of pure electric vehicles and plug-in hybrid electric vehicles will reach 2 million, and the cumulative production and sales volume from 2015 to 2020 exceeds 5 million.

II. Specific Policies

1.Guiding Opinions on Accelerating the Promotion and Application of New Energy Vehicles (2014)

The Guiding Opinions on Accelerating the Promotion and Application of New Energy Vehicles aims to propose specific implementation plans based on Energy Conservation and New Energy Vehicle Industry Development plan (2012-2020).

According to the Guiding Opinions:

(1) The Chinese government will formulate development plans and technical standards for charging facilities, and incorporate the construction of charging facilities and supporting power grids into urban planning.

(2) Before 2020, the Chinese government will implement government-guided price management on electric vehicle charging service fees and implement low prices for charging electricity.

(3) The Chinese government will encourage and support private capital investment in the construction and operation of charging facilities for new energy vehicles, vehicle leasing, battery leasing and recycling services.

(4) The Chinese government will encourage Internet companies to participate in new energy vehicle technology research and development and operation services, thereby accelerating the application of new technologies such as smart grid, mobile Internet, Internet of Things, and big data.

(5) The Chinese government will expand the application scale of new energy vehicles in the public service sector, such as buses, taxis, sanitation, logistics, airport commuting, public security patrols, etc.

(6) The Chinese government will provide subsidies for consumers to purchase qualified pure electric vehicles, plug-in (including extended range) hybrid vehicles, and fuel cell vehicles.

2. Regulations on New Energy Vehicle Manufacturing Enterprises and Product Access Management (2020)

The Regulations on New Energy Vehicle Manufacturing Enterprises and Product Access Management was promulgated in 12017 and amended in 2020 respectively. The latest revision entered into force on July 24, 2020.

There are 29 articles in total and the key points are as follows:

(1) This regulation applies to enterprises that produce new energy vehicles in China and their activities to produce new energy vehicles for use in China. (Article 2)

(2) New energy vehicles refer to vehicles that use new power systems and are completely or mainly driven by new energy sources, including plug-in hybrid (including extended range) vehicles, pure electric vehicles, and fuel cell vehicles. (Article 3)

(3) If a production enterprise applies for the admission of a new energy automobile production enterprise, it should be an automobile production enterprise that has obtained a road motor vehicle production enterprise permission, or a new automobile production enterprise that has been approved in accordance with the completed investment project. (Article 5)

(4) When a production enterprise applies for the permission of new energy vehicle products, the product shall comply with the “Special Inspection Items and Basis Standards for New Energy Vehicle Products”(新能源汽车产品专项检验项目及依据标准), as well as the relevant standards for conventional vehicle products of the same category. (Article 7)

(5) The new energy vehicle manufacturers and products that have passed the review will be released by the Ministry of Industry and Information Technology through relevant announcements. (Article 14)

III. Subsidy Policies

Notice on Improving the Fiscal Subsidy Policy for the Promotion and Application of New Energy Vehicles(2020)

The Notice on Improving the Fiscal Subsidy Policy for the Promotion and Application of New Energy Vehicles aims to clarify the subsidy standards for new energy vehicles in 2020.

(1) The applicable period of the new energy vehicle subsidy policy will be extended to the end of 2022. In principle, the subsidy standards for 2020-2022 will be reduced by 10%, 20%, and 30% on the basis of the previous year.

(2) The price of new energy passenger vehicles before subsidies must be less than 300,000 yuan (including 300,000 yuan). However, in order to encourage the development of a new business model of “ Battery Swap Mode “, vehicles with ” Battery Swap Mode” are not subject to this price restriction.

(3) In 2020, the Chinese government will not adjust the energy density and other technical indicators of the power battery system, and will appropriately increase the minimum requirements for the energy consumption of new energy vehicles and the pure electric driving range of pure electric passenger vehicles.
