The five-year development plan is a plan formulated by the National People’s Congress, China’s highest authority, on the relevant recommendations of the Central Committee of the Communist Party of China.
The purpose of the plan is to state the country’s strategic intentions, and put forward the macro goals, main tasks and major measures for economic and social development.
Since 1953, the China has announced development plans every five years. The work of the Communist Party of China and the Chinese government in the five years after the promulgation of the plan will focus on the plan. Therefore, the plan has a huge impact on China.
The 12th Five-Year Plan was promulgated in 2011 and covers the 2011-2015 period.
