Administrative Measures for Foreign Aid were promulgated on 27 Aug. 2021, and entered into force on 1 Oct. 2021.
There are 51 articles in total. The Measures aim to strengthen the strategic planning and coordination of foreign aid and standardize its management.

The recipients of foreign aid mainly include developing countries in need of aid that have established diplomatic relations with the People’s Republic of China and international organizations with developing countries as principal members. In urgent or special circumstances such as humanitarian aid, developed countries or developing countries with no diplomatic relations with the People’s Republic of China may also act as recipients.
Aid funds mainly include non-reimbursable assistance, interest-free loan and concessional loan. Foreign aid is focused on project assistance. In urgent or special circumstances such as humanitarian aid, cash assistance can be provided to the recipient of foreign aid.
According to the current work division of different departments, China International Development Cooperation Agency shall make overall arrangements for foreign aid implementation departments to organize and implement projects.
