Administrative Measures on Electronic Certification Services was promulgated on 18 Feb. 2009, and amended in 2015. The latest revision entered into force on 29 Apr. 2015.
There are 43 articles in total. The Measures aim to regulate the electronic certification services, namely the activities of providing authenticity and reliability verification for all the parties relevant to electronic signatures, within the territory of China. Key points of the Measures are as follows:
- Where institutions (“service providers”) that provide certification services for electronic signatures which require a third-party certification engage in the activities in the area, they shall obtain the Licenses for Electronic Certification Services issued by the Ministry of Industry and Information Technology.
- The services provided by the service providers mainly refer to producing, issuing and managing electronic signature certificates.
