On 9 Sept. 2022, the Cyberspace Administration of China, the Ministry of Industry and Information Technology, and the State Administration for Market Regulation issued the “Administrative Provisions on Internet Pop-Up Information Push Service” (互联网弹窗信息推送服务管理规定), clarifying that Internet pop-up push service providers without licenses shall not push the news through pop-up windows.

According to the Regulations, Internet pop-up push service providers shall observe the following requirements:

(1) Providers without service licenses shall not push the news to users.

(2) Providers shall not push to users illicit or harmful information as stipulated in the Regulations on Ecological Governance of Online Information Content (网络信息内容生态治理规定), or temper with the original meaning of the news headlines or content; instead, they shall guarantee the traceability of the news.

(3) The pop-up ads pushed by providers should be identifiable, with notable marks of “Ads” and close buttons.
