The Administrative Regulations on Compilation and Publication of Regulations were promulgated in 1990 and amended in 2019. The latest revision entered into force on 2 Mar. 2019.

There are 17 articles in total, which aim to supervise the compilation and publication of legislative texts, improve the quality of the compilation and publication of legislative texts, and maintain the consistency of the legal system.

The key points are as follows:

1.The compilation and publication of legislative texts shall be subject to the following division of labor:

(1) the compilation of laws shall be made by the Legislative Affairs Committee of the Standing Committee of the National People’s Congress;

(2) the compilation of administrative regulations shall be made by the Ministry of Justice; (3) the compilation of military regulations shall be made by the Legislative Affairs Bureau of the Central Military Commission;

(4) the compilation of departmental rules and regulations shall be made by various departments of the State Council according to their duties; and

(5) the compilation of local regulations and local government rules shall be made by the institutions designated by the standing committees of local people’s congresses at various levels and local people’s governments at various levels that have the power to formulate local regulations and local government rules.

2.According to the needs of work, study, teaching and research, the relevant departments, organizations, enterprises and institutions may compile and print the collection of laws and regulations for internal use by themselves or by entrusting legal professionals; if such collection of laws and regulations need to be officially published, they shall be approved by the publication administrative department.

3.The Legislative Affairs Committee of the Standing Committee of the National People’s Congress shall organize or assist in the examination and approval of the compilation of laws and regulations published by the state in languages of Chinese ethnic minorities and foreign countries. The Ministry of Justice shall organize or assist in the examination and approval of the compilation of administrative regulations published by the state in languages of Chinese ethnic minorities and foreign countries.
