Administrative Regulations on Internet Publishing Service entered into force on 10 Mar. 2016.
There are 61 articles in total. The Regulations aim to regulate Internet publishing services within the territory of China. Internet publishing services refer to providing internet publications, i.e., the digital works, to the public via the Internet. Key points of the Regulations include:
- The State Administration of Press, Publication, Radio, Film and Television and its local government counterparts are the competent authorities of Internet publishing services.
- Any subject engages in Internet publishing services shall obtain an Internet publishing service license issued by the competent authorities.
- Sino-foreign equity joint ventures, Sino-foreign cooperative joint ventures or wholly foreign-owned enterprises shall not engage in Internet publishing services.
- The Internet publications shall not contain illegal contents or contents which are harmful to the minors.
- Online games should be approved by the competent authorities before being published online.
