Administrative Regulations on Online Live Streaming Services entered into force on 1 Dec. 2016.
There are 20 articles in total. The Administrative Regulations aim to regulate the activities providing and using online live streaming within the territory of China. Key points of the Regulations are as follows:
Online live streaming refers to activities that continuously releases real-time information to the public in forms such as video, audio, images or texts, among others, through the Internet.
The Cyberspace Administration of China and its local government counterparts are the regulatory authorities in this field.
Where providers of online live streaming services (“service providers”) provide Internet-based news services, they shall obtain the qualification for Internet-based news information services according to law.
Online live stream releasers who provide Internet-based news information services (“releaser”) shall obtain the qualification for Internet-based news information services according to law.
Service providers shall establish a live-streaming content review platform.
Service providers shall authenticate releasers’ and users’ real identity information.
