The Anti-Drug Law was promulgated in 2007 and entered into force on June 1, 2008.

There are 71 articles in total.

The key points are as follows:

1.The narcotic drugs include opium, heroin, methylaniline (ice), morphine, marijuana, cocaine and other narcotic and psychotropic substances that are addictive and are kept under control according to State regulations.

  1. The State exercises control over the cultivation of the mother plants of the narcotic drugs for medical use, and exercises control over narcotic and psychotropic substances by applying a license system and an inspection system to the experiment and research in the said substances, and to their manufacture, marketing, use, storage and transport.

  2. The State applies a license system to the import and export of narcotic and psychotropic substances and the chemical materials that can easily be transformed into narcotic drugs.

  3. Drug addicts shall undergo treatment of drug addiction. When a drug addict is in a certain situation, the public security organ under the people’s government at or above the county level shall make a decision on his compulsory isolation for drug rehabilitation.
