The Electric Power Law was promulgated in 1995 and amended in 2015 and 2018 respectively. The latest revision entered into force on December 29, 2018.

The key points are as follows:
1.This Law applies to electric power construction, power generation and electricity supply and consumption within the territory of the People’s Republic of China.(Article 2)
2.Investors in electric power shall enjoy legal rights and interests with regard to the power generated with the help of their investment. They shall have priority in the use of the power incorporated into the power networks and authority over the control over and use of the power plants for self-supply that are not incorporated in power networks.(Article 13)
3.Power grid operations must implement a unified system of control and level-to-level management.(Article 21)
3.Electricity tariffs will be graded and set in accordance with the principles of unified policy, unified pricing, and level-to-level management.(Article 35)
4.The State advocates the rural development of water energy resources and the construction of medium and small-size hydro-power plants and promotes rural electrification. The State encourages and supports the rural utilization of solar energy, wind energy, geothermal energy, biological energy and other energy for rural electric power construction and to increase the rural supply of electricity.(Article 50)
