The Guiding Opinions on Accelerating the Promotion and Application of New Energy Vehicles aims to propose specific implementation plans based on Energy Conservation and New Energy Vehicle Industry Development plan (2012-2020).

According to the Guiding Opinions:

1.The Chinese government will formulate development plans and technical standards for charging facilities, and incorporate the construction of charging facilities and supporting power grids into urban planning.

2.Before 2020, the Chinese government will implement government-guided price management on electric vehicle charging service fees and implement low prices for charging electricity.

3.The Chinese government will encourage and support private capital investment in the construction and operation of charging facilities for new energy vehicles, vehicle leasing, battery leasing and recycling services.

4.The Chinese government will encourage Internet companies to participate in new energy vehicle technology research and development and operation services, thereby accelerating the application of new technologies such as smart grid, mobile Internet, Internet of Things, and big data.

5.The Chinese government will expand the application scale of new energy vehicles in the public service sector, such as buses, taxis, sanitation, logistics, airport commuting, public security patrols, etc.

6.The Chinese government will provide subsidies for consumers to purchase qualified pure electric vehicles, plug-in (including extended range) hybrid vehicles, and fuel cell vehicles.
