On 5 Nov. 2020, Shanghai Municipal Government issued the Implementation Plan for the Pilot Program of Comprehensively Deepening the Innovation and Development of Trade in Services in Shanghai (the Implementation Plan, 上海市全面深化服务贸易创新发展试点实施方案), clarifying the acceleration of the municipal reform and opening up of trade in services and comprehensively deepening the innovation and development of trade in services and other pilot tasks.

The Implementation Plan is divided into three parts, including overall requirements, pilot tasks, and working requirements. The pilot tasks include 22 tasks and 80 measures in eight areas, to pursue deepening the opening up of the service sector; to facilitate the flow of factors of service trade such as capital and personnel; to promote the innovation of development modes of service trade; to improve the system of promoting service trade; and to improve safeguarding measures for the development of service trade.
