Implementing Regulations of the Law on Tobacco Monopoly was promulgated in 1997, and amended in 2013, 2016 and 2021 respectively. The latest revision entered into force on 10 Oct. 2021.

The Regulations consists of 66 articles, aiming to regulate tobacco monopoly.

The key points are as follows.

1.Is the e-cigarette subject to the Regulations?

Yes.

New tobacco products such as e-cigarettes shall be regulated with reference to the provisions on cigarettes. (Art. 65)

2.Are individuals allowed to sell cigarettes?

Yes. However, a tobacco monopoly license is required in accordance with the Tabacco Monopoly Law and the Regulations. (Art. 6)

Tobacco manufacturers shall use additives and colorants in accordance with relevant provisions of the State. (Art. 5)
