China’s State Council announced the New Energy Vehicle Industry Development Plan (2021-2035) on October 20, 2020, which aims to guide the orderly development of the new energy vehicle industry, promote the establishment of a unified national market, and improve industrial concentration and market competitiveness.

According to the plan:
1.The Chinese Government will intensify research on key technologies and encourage the development and innovation of vehicle operating systems and power batteries; support the integration of new energy vehicles with energy, transportation, information and communication and other industries; promote the synergy of electrification, network connectivity and intelligent technology; and promote the docking of standards and data sharing.
2.The Chinese government will strengthen the construction of infrastructure for power charging and hydrogenation; develop a public charging network that focuses on fast charging; provide financial support for the construction of charging stations as public facilities; and encourage the application of battery exchange mode.
3.The Chinese government will encourage international cooperation in the field of new energy vehicles.
4.The Chinese government will issue a policy to support the use of new energy vehicles in public services.
The Chinese Government hopes that, from 2021 onwards, the proportion of new or updated vehicles in the public sector, such as public transport, taxation, logistics and distribution, will be at least 80 per cent in national ecological civilization pilot zones and key areas for air pollution prevention and control.
