There are 18 articles in total. The Opinions aim to clarify how the courts, procuratorates, public security organs, and judicial administrative organs punish gangland crimes committed by using information networks.
Gangland crimes committed by using information networks include:
Releasing or deleting negative or false information, or offensive messages to threaten, blackmail, intimidate or annoy other people;
Threatening and forcing the person to enter into a transaction by using information networks;
Threatening or blackmailing other people by using information networks, seeks public or private property;
Reviling or intimidating another person by using information networks;
Fabricating and spreading information, or knowingly spreading fabricated information on information networks, and thus causing serious disruption of the public order.
