The Regulations on Business Premises for Internet Access Services were promulgated on 29 Sept. 2002, and amended in 2011, 2016 and 2019 respectively. The latest revision entered into force on 24 Mar. 2019.

There are 37 articles in total. The Regulations aim to supervise business premises for Internet access services. The term “business premises” refers to Internet cafés and the like where Internet access services are provided to the general public by means of computers or other devices.

Key points of the Regulations include:

  1. Before setting up the business premises, the operators shall be subject to the examination by local culture administration departments, the information network security examination by public security organs and the fire safety examination by fire departments.

  2. Operators and consumers of the premises shall not use the premises to publish illegal contents, carry out activities endangering information network security, and online gambling. The operators of the business premises shall register consumers’ real names and prohibit minors’ entry.
