The Interim Measures for Seven-Day Unconditional Return of Products Purchased Online was promulgated in 2017 and amended in 2020 respectively. The latest revision entered into force on November 3, 2020.
There are 38 articles in total, which aim to urge online sellers to fulfill the obligation of 7-day no reason return. The key points are as follows:
1.The products purchased through the Internet for daily consumption may be returned within seven days upon receipt of the products pursuant to Article 25 of the Law on the Protection of Consumer’s Rights and Interests. (Article 2)
2.Providers of the online trading platform shall guide, supervise and urge the online sellers on the platform to fulfill the obligation of 7-day no reason return. (Article 3)
3.Providers of online trading platforms shall require online commodity sellers on their platforms to fulfill the obligation to return goods without reason for seven days and provide them with related services and functions. (Article 3)
4.The goods returned by consumers should be intact. If the good can maintain the original quality and function, and the good itself, accessories, and trademark identification are complete, the good is intact. If a consumer opens the package of the product to inspect the good, or tries the good to confirm the quality and function of the product, the good is still intact. (Article 8)
5.If the consumer returns the product without reason, he/she shall send a return notice to the online product seller within seven days from the date of receipt of the product. The seven-day period starts from the day after the consumer signs for the goods. (Article 8)
6.The freight for the return of the product shall be borne by the consumer. (Article 18)
