China Launches National Data Bureau for Digital Development

On 25 Oct. 2023, the Chinese government officially launched the newly established National Data Bureau (NDB).

According to the Chinese government’s institutional reform plan, the NDB will be responsible for coordinating and promoting the development of foundational data systems, coordinating the integration, sharing, development, and application of data resources, and pushing forward the planning and building of a digital China, the digital economy, and digital society.

Liu Liehong became the first director of the NDB in July 2023 after serving as deputy director of the Cyberspace Administration of China, vice minister of the Ministry of Industry and Information Technology, and chairman of China Unicom.

In September 2023, Shen Zhulin was appointed deputy director of the NDB after serving as deputy director of the High-Tech Industry Department and director general of the Innovation and High-Tech Development Department of the National Development and Reform Commission (NDRC).

The NDB is under the jurisdiction of the NDRC.
