SPC Issues 2020 Work Report

On the afternoon of Mar. 8, Zhou Qiang, the President of the Supreme People's Court (SPC), delivered a report on the work of the SPC to the fourth session of the 13th NPC.

The Report summarizes the work of courts across the country in 2020.

In 2020, the SPC accepted 39,347 cases, concluded 35,773 cases, formulated 28 judicial interpretations, issued 17 guiding cases, and strengthened supervision and guidance over the trial work of courts throughout the country. Local courts at all levels and specialized courts accepted 30.805 million cases, concluded and enforced 28.705 million cases, and the subject matter amount of the cases concluded was CNY 71 trillion.

Among them, the Report emphasizes the achievements of Chinese courts in developing a one-stop diversified dispute resolution and litigation service mechanism in 2020, which mainly covers the following aspects.

(1) Comprehensively utilize the court mediation platform to improve the integral online mechanism combining litigation and mediation. There are 4.24 million civil and commercial cases settled successfully by mediation before litigation is resorted to in 2020, an increase of 191% over the same period last year.

(2) Basically build up a one-stop litigation service center. In 2020, litigation service centers adjudicated or tried 6.933 million cases via fast-track trial procedures, and the average trial cycle was 53% shorter than that of civil and commercial cases of first instance via normal trial procedures.

(3) Achieve full coverage of cross-region filing services. Cross-region filing services have achieved full coverage in all courts at four levels and more than 10,000 courts, which are provided in a total of 82,000 cases cumulatively. Filing cases online is available in all courts across the country, and the applications for filing cases online account for 54% of the total applications for filing first-instance cases.

(4) Give full play to the functions of primary courts and tribunals to provide quality judicial services to people in remote areas.

In October 2024, an arbitral tribunal at the Beijing Arbitration Commission (BAC/BIAC) issued an interim measure based on the applicant’s request, which was later confirmed and enforced by the court through a preservation order. This is the first of its kind in China, confirming the validity of tribunal-issued interim measures and highlighting the pro-arbitration stance of Chinese courts.
